Texas Seaport and Rail Yard Grant Incentive Program Opens 12/14/18 for Applications

The Texas Seaport and Rail Yard (SPRY) Program invites applications from individuals, businesses, governments, and other entities operating on-road and/or non-road drayage trucks and other heavy-duty equipment used at seaports and rail yards located within designated areas of Texas. Incentive funding from this program is available for the replacement or repower of seaport and railyard vehicles and equipment. Along with providing applicants with more efficient work vehicles/equipment, these grants will help reduce emissions of air pollutants at these facilities.

Applicants may be eligible for funding if, for at least two years preceding the submission date of the application, the applicant has:
• Owned or leased the vehicle or equipment to be replaced or repowered under the program, and
• Operated the vehicle or equipment at one or more of the designated seaports or rail yards for a minimum of 200 days per year.

Eligible equipment can include, but is not limited to, the following:
• Heavy-duty vehicles over 26,000 pounds;
• Non-road yard trucks; and Heavy-duty cargo handling equipment, such as forklifts, container handlers, loaders, gantry cranes, reach stackers, and more.

Depending upon certain criteria, applicants may be reimbursed up to 80% of the eligible costs to replace or repower the new vehicle or equipment. Grant amounts are determined by equipment type and engine emission model year, which will be listed with the grant program documents. Eligible seaport terminals include the port of Houston and participating facilities of the Houston Ship Channel Security District (HSCSD), port of Galveston, and port of Freeport.

Once the grant round has been opened, applications will be accepted on a first-come, first-served basis until May 2019, or until all available funds have been awarded.
