Critical Infrastructure Worker Access Letter

If your company provides support for critical infrastructure (such as maritime, transportation, or energy), download the following document to customize for your company. Provide this to each of your critical employees who must travel through stay-at-home or shelter-in-place areas for them to present to law enforcement or emergency management officials, if necessary. Access will be left to the judgement of law enforcement or emergency management officials.

Effective April 1, 2020, Masters of vessels wishing to enter the Houston-Galveston Captain-of-the-Port (COTP) zone and to whom the regulations contained in Title 33 Code of Federal Regulations (CFR) Part 160, Subpart C—Notification of Arrival, Hazardous Conditions, and Certain Dangerous Cargoes apply, shall submit a completed “Attestation of Hazardous Condition” prior to receiving clearance for entry into the Houston-Galveston COTP zone.
