February 2023 Commerce Club Luncheon

Join us at the Commerce Club luncheon on Thursday, February 9, 2023 to hear Scott Elmer, P.E., Interim Deputy Director of Engineering & Construction, Harris County Flood Control District.

 Scott R. Elmer, P.E., joined Harris County Flood Control District in 2018 and serves as the Interim Deputy Director of Engineering and Construction.  In this role he manages the Engineering, Construction, GIS, Special Projects and Federal Projects departments as well as serving as the U.S. Army Corps of Engineers liaison.  He is also the HCFCD lead on major initiatives such alternative project delivery and the Tunnels Feasibility Analysis.  Before joining the Flood Control District, Elmer served for 24 years as the Assistant City Manager for the City of Missouri City where he oversaw public and private infrastructure, land development, utility operations and Parks and Recreation.
